Position Summary

Under the direction of the Duty Manager, manages the day-to-day airfield operation of Minneapolis-St. Paul International Airport (MSP). The Assistant Manager is responsible for ensuring compliance with all non-Airport Rescue Fire Fighting (ARFF) aspects of Federal Aviation Regulation (FAR) Part 139. The Assistant Manager coordinates and oversees the appropriate Metropolitan Airports Commission (MAC) rules and policies that along with FAR Part 139 provide the basis for safe and efficient airfield operations.

This is a safety-sensitive position which will require a pre-employment drug screen. 

Position Description

  • Ensure airport compliance with Federal Aviation Administration (FAA) regulations and advisory documents that govern airport safety (FAR Parts 139, 77, and associated advisory circulars). 
  • Conduct airfield inspections and properly document airfield discrepancies to ensure compliance with FAA regulations. 
  • Document airport activities as required by federal regulations utilizing a variety of computerized systems.  
  • Interface with the FAA Digital NOTAM system and issue Notices to Air Missions.
  • Work closely with the local FAA air traffic control tower, airline management, airline operations departments and MAC departments to ensure the safe, orderly, and efficient flow of air traffic. 
  • Operate two-way radios and facilitate 24-hour non-emergency communications. 
  • Monitor current and future airport weather conditions. 
  • Coordinate snow and ice control operations, construction activities and airfield incident responses. 
  • Operate continuous friction measuring equipment. 
  • Implement the Wildlife Hazard Management Plan. 
  • Implement, or participate in, department programs, projects and tasks as assigned.  
  • Operate personal computers utilizing word processing, database, spreadsheet, and graphics-based software applications. 
  • Perform other duties as assigned

MINIMUM REQUIREMENTS

  • BA or BS degree in aviation, business or public administration; or AA, AS, or AAS degree with two years' experience at a certificated airport in applying knowledge of 14 CFR Part 139, FAA regulations and advisory documents that govern airport safety and security; or five years' experience at a certificated airport in applying knowledge of 14 CFR Part 139, FAA regulations and advisory documents that govern airport safety and security
  • One year experience at a 14 CFR Part 139 a certificated airport with primary duties in a minimum of two of the following areas:  
    • FAR Part 139.313 Snow and Ice Control to include working in the Snow Control Center and on the airfield.  
    • FAR Part 139.327 Self-inspection Program to include physical inspections of all movement and non-movement area surfaces for Part 139 compliance. 
    • FAR Part 139.329 Pedestrian and Ground Vehicles to include operating vehicles on the movement area. 
    • FAR Part 139.337 Wildlife Hazard Management to include harassment of wildlife, reporting of wildlife strikes and wildlife observations. 
    • FAR Part 139.339 Airport Condition Reporting to include issuing NOTAMs and Field Condition Reports. 
    • FAR 139.341 Identifying, marking, and lighting construction and other unserviceable areas to include airfield construction oversight. 
    • Working closely with an FAA air traffic control tower, airline management, airline operations department and an airport/airfield maintenance department.
  • Intermediate experience with Microsoft Word, PowerPoint, Excel, and Outlook. 
  • Hearing: Ability to comprehend radio/telephone communication and detailed information through oral communication. 
  • Ability to safely operate all vehicles in Airside Operations fleet.  
  • Clear and articulate written and oral communication skills. 
  • Valid state-issued driver's license.

DESIRABLE REQUIREMENTS

  • An MA or MS degree in aviation management or related field. 
  • Accredited Airport Executive (AAE), Certified Member (CM) or Airport Certified Employee (ACE) of the American Association of Airport Executives (AAAE).
  • Experience as a manager or supervisor in an airport environment. 
  • Experience designing, developing, and providing training programs.  
  • Experience in operating continuous friction measurement equipment. 
  • Completion of the following National Incident Management Courses:  
    • IS-100.c - Introduction to Incident Command System (ICS)  
    • IS-200.c - ICS for Single Resources and Initial Action Incidents  
    • ICS-300 - Intermediate ICS for Expanding Incidents  
    • ICS-400 - Advanced ICS  
    • IS-700.b - National Incident Management System (NIMS) An Introduction  
    • IS-800.d - National Response Framework, An Introduction  
  • Pilot's certificate
