Summary
This position is located in the Human and Community Development Unit (HCD), Sector Operations Division, Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band 3B/3A which is generally equal to GS-14/15.
Duties
- Serves as a technical resource and advisor to country teams comprised of staff from other MCC disciplines.
- Serves as a technical resource in planning for the delivery of HCD programming, including in education, health, social behavior change and user experience (UX). Identifies potential issues and concerns to develop flexibilities in operations as-well-as cost-effective approaches to the resolution of problems.
- Assesses and negotiates policy changes related to sectors supported by HCD with eligible countries in support of proposed compact activities. Evaluates alternative delivery options, program costs, and implementation plans.
- Helps identify beneficiaries and quantify cost-benefit of proposed changes. Helps negotiate program changes as needed and prepares necessary changes to existing documentation; and oversees due diligence efforts.
- Monitors the implementation, oversight and support of HCD projects by eligible countries and works with designated MCC country counterparts and MCC staff to improve and facilitate implementation of activities supported by HCD..
- Identifies technical support needs and provides or acquires these through procurement or existing contracting arrangements.
- Serves as an MCC technical liaison in country teams. This includes performing analysis, assessing proposals, preparing briefings and other tasks that are critical to the development and operational support of HCD projects and programs.
- Provides expertise in researching, analyzing, and developing authoritative solutions for highly complex issues regarding HCD sectoral issues affiliated with country compacts.
- Research, drafts, and prepares effective communications and reports assessing and describing program/project progress, and synthesizes data effectively.
- Consults with MCC management, other federal agencies, and international development stakeholders on issues related to HCD sectors. Establishes and maintains liaison with relevant donors and program experts and stakeholders.
- Supports the development of HCD related strategies, policies and plans. Supports HCD in developing innovative programming and private sector and civil society partnerships.
- Stays abreast of critical new technologies, innovations and issues in HCD related sectors including education, health, or social behavior change and user experience (UX).
- Prepares a variety or written communications and participates actively in meetings and work-related discussions in French, Spanish or Portuguese.
- Performs other related duties as assigned.
