Job Summary

The Chief of Capital Program Support (CPS) leads a team of over two hundred twenty-five (225) professionals responsible for the support of the MBTA's $8.0 billion multi-year Capital Program.  The Capital Program priorities include Reliability (State of Good Repair), Modernization, and Expansion. Reporting directly to the Chief of the Engineering and Capital Division (ECD), the Chief of CPS works closely with senior leadership in ECD including the Chief Engineer, Chief of Capital Delivery, Chief of Integrated Transit Programs, as well as other senior leaders across the agency to insure cross-functional coordination and implementation of Standard Operating Procedures (SOPs) and best to facilitate the successful delivery of capital projects.

The Chief of CPS must be adept at solving complex business problems, facilitating dispute resolution on capital projects and be especially adept at obtaining internal and external stakeholder acceptance of established policies and procedures. The Chief must be particularly skilled in developing an integrated management team and in working horizontally across all departments to effectively support the implementation of the capital program. Above all, the Chief of CPS is empowered to set strategic priorities, develop policies and procedures, apply innovative program management methods, make decisions, and solve problems to lead the supporting apparatus of project delivery of MBTA's capital program.

Capital Program Support consists of three (3) discrete sub-groups that serve as a strategic resource and provide process support to senior leadership and all project delivery teams responsible for implementing the Capital Program. The following is a general description of each sub-group. 

Contract Services - Made up of 4 teams including Professional Services, Construction Services, Change Order Services and Audit and Closeout Services. Contract Services implements and manages all professional services and construction contract procurement processes including alternative delivery such as Construction Management at Risk and Design-Build. In addition, this group provides support services throughout the life cycle of a capital project including but not limited to contract negotiations, issuing Notice-to-Proceeds, managing contract changes and contract amendments, reviewing invoicing and facilitating payments, performing audits and facilitating closeout of all professional and construction contracts. Contract Services supports all delivery teams including several departments beyond ECD.

Project Controls - This sub-group provides comprehensive Project Controls and Project Management Information System support to Engineering and Capital Division's project managers and teams across all construction project delivery departments within the Division. The team is responsible for assisting project managers deliver the Authority's multi-billion-dollar Capital Investment Plan (CIP) with the goal of achieving cost-effective on-time delivery of Capital projects. The scope of responsibility includes the development, implementation and enforcement of project control policies, practices and information technology software systems to support the execution of projects and the interests of the MBTA consistent with Federal requirements and industry best practices. The Project Control team coordinates closely with Contract Services especially the Change Order Management as well as other Departments including but not limited to, Capital Finance and Accounting, Capital Planning, Information Technology and operating departments. The team ensures that the MBTA's interests are supported through the execution of project controls practices mandated by the Authority and in conformance with the MBTA standards/policies, Federal requirements, and industry best practices. 

Field Services - Field Services includes more than 150 Resident Engineers and Construction Inspectors responsible for the daily oversight of construction of all capital projects.   The Field Team also includes the Construction Quality Assurance team responsible for auditing quality staffing and practices of all contractors and managing the lab testing activities. 


Duties & Responsibilities

  • Responsible for the development and maintenance of standard contract documents, standard operating procedures, and best business practices that support and govern the effective delivery of capital projects.
  • Develops a vision, performance goals, and metrics, policies, and procedures to support the implementation of the Capital Program.
  • Hires, directs, maintains, and leads a team of over two hundred (200) professionals in Contract Services, Project Controls, and Field Services.  
  • The Chief is responsible for creating a collaborative culture so that the CPS team can serve as a strategic resource for all internal and external stakeholders. 
  • Acts as a liaison with MBTA Legal and leads a ECD/Legal Task Force to resolve all issues impacting capital projects in a timely manner. 
  • Acts as a liaison with industry groups including ACEC, AGC, and CIM and leads a task force with each industry group.  
  • Leads the Alternative Delivery Review Task Force responsible for evaluating each capital project to determine the most appropriate delivery method. 
  • Reports directly to the Chief Engineer & AGM for Engineering and Capital.
  • Collaborates with all stakeholders including local, state, and federal agencies including the Federal Transit Administration (FTA).
  • Prepares reports for and delivers presentations to MassDOT, the MBTA Board of Directors, elected officials, regulatory bodies, community groups, and the media on issues relating to projects and business practices including addressing issues of a potentially sensitive nature.
  • Supervises and manages through department Deputy Chiefs, Directors and Deputy Directors, a staff of approximately two hundred twenty-five (225) employees of whom most are members of one of four bargaining units.
  • Ensures staff and contractors respond to site emergencies twenty-four (24) hours per day, seven (7) days per week, and coordinates recovery actions with MBTA operations.
  • Upholds the rights and interests of the Authority while building and maintaining an effective relationship with employees.

Minimum Requirements & Qualifications

  • Bachelor's Degree in Engineering, Architecture, Construction Management, or Business Administration.
  • Minimum of twelve (12) years of experience in leading and managing construction programs and projects in the public and/or private sectors.
  • Minimum of Seven (7) years of related experience in a leadership capacity, at the director level or above.
  • Demonstrated experience working collaboratively with local, state, and federal agencies and governance boards.
  • Effective organizational, analytical, confidentiality, multi-tasking, and time management skills
  • Leadership experience communicating with customers, employees, vendors, contractors, designers, elected officials, community leaders, and state and federal officials. 
  • Solid presentation and conflict resolution skills.
  • Demonstrated experience in developing policies surrounding business practices and procedures of large Capital Programs.

Preferred Experience and Skills

  • Licensed to Practice Law in the Commonwealth of Massachusetts with demonstrated experience in contract law and contract dispute resolution.

Substitutions Include

  • A master's degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
