Summary

About the Role:
The position provides an opportunity for utilization of coatings and corrosion knowledge and technical skills, while working collaboratively with multiple teams to improve the WTD Conveyance and Treatment systems through innovative problem solving, project planning and design, from inception to completion of multiple simultaneous projects.

Candidates will be involved in conveyance projects, pump station upgrades, and treatment plant upgrades.

The following are on-going or upcoming projects: Corrosion Repairs On-Call. Joint Sealant and Grouting On-call. ESI Section 8.  M Street Truck. South Interceptor Rehab. SP DAFT rehab. Roofing project. Cathodic protection. Lakeland Hills Pump Station. West Point Raw Sewage Pump Replacement. West Point Grit Classifier. Mouth of the Duwamish CSO. Tukwila Freeway Crossing Replacement. Richmond Beach Forcemain and Interceptor Upgrade, Boeing Creek Trunk. Brightwater Reclaimed Water Storage.  
 
Several upcoming projects will be delivered under non-traditional or collaborative delivery methods, such as Design-Build, General Contractor Construction Management, Construction Manager at Risk, progressive Design-Build.

This position performs work remotely and onsite:

*Note: Effective 1/1/2025, salary steps will include an additional 5.5% general wage increase per the agreement reached between King County and the Coalition of Unions agreement.

Job Duties

What You Will Be Doing

  • Perform Construction Service and Inspection.  Perform field inspections, review shop drawings and technical documentation on products submitted by contractors, assist in the interpretation of specifications, advise on contractor compliance with contract documents, and review change orders when required by field personnel or as required by law.
  • Serve as technical subject matter expert on more traditional wastewater projects that required coatings and protections. 
  • Develop and manage work order contracts and work orders.  Prepare and assist in the development of public works and procurement contract documents and cost estimates to comply with County and State public bidding policy.
  • Perform facility inspections in order to gauge severity of corrosion of wastewater assets and make rehabilitation recommendations with rough cost estimates.
  • Maintain an active relationship with the coatings, corrosion rehabilitation, and sealant industries in order to make suggestions for improvements to WTD's Engineering standards.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Demonstrated experience with industrial coating systems.
  • Demonstrated experience with coating inspection QA/QC.
  • Demonstrated experience in solving complex technical issues within a multi-discipline work environment.
  • Ability to use software that supports the delivery of required work products, including Microsoft Word, Excel, Outlook, Teams, and databases, as well as any technical or specialty software programs required to perform the job functions.

  • Washington State Driver's License.
It Would Be Great if You Also Bring:
  • NACE/AMPP certifications
  • Knowledge of industrial, marine, wastewater, or water protective coatings.
  • Knowledge of coatings cost estimating.
  • Ability to work with a diverse group of individuals from consultants, elected officials, the general public, Operations and Maintenance, other County staff, and other stakeholders is essential in ensuring that project schedules and contracts follow County standards.
  • Ability to use collaborative processes to successfully execute projects involving a diverse group of individuals from a matrixed organization.
  • Knowledge and awareness of racial bias and inequalities.  Skills to identify and successfully address racial inequities in the workplace and in the services provided to customers and stakeholders.
  • Ability to produce coordinated design documents, including but not limited to, plans, specifications, and cost estimates that meet County Standards and public bidding requirements.
  • Ability to develop, implement, monitor, and report on all aspects of an assigned capital project which include, but are not limited to, project goals and objectives, success factors, scope, schedule, budget, and change control.

Supplemental Information

Working Conditions: 

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements several times a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
  • Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. 
  • Union Representation: This position is represented by Technical Employee's Association (TEA).
