The role:
The Oregon Department of Transportation Commerce and Compliance Division (CCD) is seeking a dynamic business analyst to join our team.
The Oregon Department of Transportation exercises leadership and vision in promoting, developing, and managing a statewide network of transportation systems and facilities. These systems and facilities provide access to Oregon for the State’s citizens and visitors, provides efficient movement of commerce, goods and services, ensures the safety of transportation systems users, and enhances Oregon’s competitive position in national and international markets. At CCD, our mission is to reduce truck and bus crashes in Oregon. We do this by managing safety programs, commercial vehicle licensing programs, tax collection, railroad safety, moving company oversight, and public education.
As fuel tax revenues decline, securing sustainable funding for Oregon’s transportation infrastructure is more critical than ever. We’re looking for a dedicated professional to join our team and help drive the transition to innovative funding solutions, ensuring we can continue to maintain our roads and protect the safety of the traveling public. In this role, you’ll conduct essential research to support the development of policies and identify gaps within our commercial vehicle registration and licensing programs. You'll play a key role as a project team member, facilitating the implementation of IT solutions that bridge gaps in our current technology, enabling rapid adoption of new tools to support the evolving needs of our transportation systems. A day in the life:
Interpret laws, rules, regulations, policies and procedures from state and federal programs and their impact on staff, other agencies and the public.
Participate in the development of operating policy for the vehicle registration & licensing programs and serve as a subject matter expert to the agency.
Collaborate with the Information Systems Branch (ISB) staff to identify and track priorities and solutions for assigned programs.
Serve as data steward for the registration and licensing programs ensuring compliance with data governance policies and procedures.
Provide technical expertise concerning the IFTA, IRP and commercial registration programs and systems.
Assist in the coordination of business test plans and record keeping.
Facilitate in collaborative meetings with business and IT personnel to align strategies and ensure the successful achievement of business initiatives and goals.
Use organizational development, change management and quality improvement strategies to solve complex organizational challenges.
Evaluate program operations and services; recommend plans to ensure compliance with regulations and agency goals.
Actively participate and represent the division at meetings, local and international conferences and various work groups inside and outside the agency.
Work is primarily performed in an office environment and may include some irregular work hours in response to system outages.
This position is eligible for hybrid work options approximately 20% of the time after the initial training period.

Comprehensive and equitable base salary offer within the listed range. Through an equal pay assessment, we will determine the salary offer using the information you provide in your submitted application materials. The salary range listed is the non-PERS monthly salary range. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6.95%.

Minimum qualifications:
Any combination of experience and education equivalent to five years of experience developing operating policies, interpreting regulations and change management.
OR
A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level, evaluative, analytical and planning work related to developing operating policies, interpreting regulations and change management.
