The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Performs case analysis on pre-classified returns and unresolved responses such as those involving unagreed/complex IRP issues referred from other areas of the service center to determine the nature, scope, and direction of the examination. Incumbent identifies and resolves additional issues as they arise during the course of examination.
  • Keeps abreast of Examination programs and tax law changes.
  • Contacts taxpayers through correspondence or telephonically to obtain information, explain liability, and encourage compliance.
  • Performs necessary research using IDRS and AIMS generated material, and orders documents and transcripts pertinent to issues. Computes/recomputes gross income and makes appropriate adjustments based on information on the tax returns and schedules, information supplied by the taxpayer, taxpayer's representative, and/or third party, as well as individual judgment of overall case intent.
  • Reconstructs transactions for which records are sketchy and identifies prior processing errors to determine whether to assess or waive tax liability.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
    • You will be considered for telework, after at least twelve (12) months of employment with IRS. During this 12-month period you will be expected to work in-office.
  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Undergo a review of prior performance/conduct and an income tax verification. Refer to "Get Your Tax Record" at () to check the status of your account, balance owed, payment history, make a payment, or review answers to tax questions. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These must be unexpired original or certified copies.
  • Amended to include a cut-off date of 01/08/2024 and 02/14/2024. Amended to add The Fair Chance to Compete for Jobs Act.

Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis. SPECIALIZED EXPERIENCE: GS-5 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes Experience that is related to the work of the position and has provided you with the competencies required for successful job performance. Examples of experience qualifying as specialized include preparing, receiving, reviewing, and verifying documents; processing transactions; maintaining office records; and locating and compiling data or information from files and other data sources; contacting customers through correspondence or telephone to obtain information.
OR
Bachelor's degree or four years of education above high school in any field of study from an accredited college or university.
OR
A combination of education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE: GS-6 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes Experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include: preparing, receiving, reviewing, and verifying documents; processing transactions; maintaining office records; and locating and compiling data or information from files and other data sources; processing a variety of tax returns and reports; examining tax returns and supporting documents for current and prior year and amended returns; and contacting customers through correspondence or telephone to obtain information, explain liability, and encourage compliance; experience with AIMS, IDRS, business, fiduciary, and estate tax; experience with Privacy Act, disclosure regulations, and Power of Attorney; experience with other agency procedures related to tax processing (SSA, Federal Reserve Bank, Disbursing Office, State Employment Offices, and other private financial institutions).

SPECIALIZED EXPERIENCE: GS-7 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience for this position includes Experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include: processing a variety of tax returns and reports; ensuring that all required identification, schedules, income tax deposits, or other required information is available; contacting customers through correspondence or telephone to obtain information, explain liability, and encourage compliance; experience with tax rules, regulations, and procedures as well as the penalty and interest rate computations. This includes cases involving restricted interest, minimum and alternative minimum tax, income averaging, and tax preference items; experience with a broad range of filing requirements and offsets; experience with AIMS, IDRS, service center processing procedures, master file transaction codes, procedures for effecting account corrections and adjustments; experience with business, fiduciary, and estate tax; experience with procedures and criteria relating to statute protection and expiration including Restricted Waivers of Consent and controlling of the statute.
