Duties
This position serves as the Director, Office of Tribal Self-Governance (OTSG), Indian Health Service (IHS), an agency within the Department of Health and Human Services. The OTSG is located in the Office of the Director at IHS Headquarters in Rockville, Maryland. Duty station will be negotiable and will be based on the needs of the Indian Health Service.
The OTSG is responsible for implementing Tribal Self-Governance legislation and authorities in the IHS under Title V of the Indian Self-Determination and Education Assistance Act, Public Law 93-638, as amended. OTSG is further responsible for developing and recommending policies, administrative procedures, and guidelines for IHS Tribal Self-Governance activities, with maximum input from IHS staff and workgroups, Tribes and Tribal organizations, and the Tribal Self-Governance Advisory Committee. The Office advises the IHS Director on Agency compliance with Self-Governance policies, administrative procedures, and guidelines and facilitates the resolution of problems through coordination with appropriate IHS and HHS staff; assists Tribes and Tribal organizations in implementing the Tribal Self-Governance Program (TSGP); oversees the negotiation of Self-Governance compacts and annual funding agreements with participating Tribal governments; and identifies funding necessary for annual funding agreements and prepares annual budgets for available Tribal shares in conjunction with IHS Area and Headquarters components.
- A member of the IHS leadership team responsible for service-wide policy formulation, policy execution, and setting goals, objectives, and priorities for a comprehensive healthcare delivery system for the American Indian and Alaska Native people.
- Oversees the implementation of the IHS Tribal Self-Governance Program and serves as the principal liaison with the Agency Lead Negotiators (ALNs).
- Serves as the lead Agency Lead Negotiator and can lead any negotiation as needed.
- Serves as the Principal liaison with the Tribal Self-Governance Advisory Committee (TSGAC). Leads the coordination for the agency with the TSGAC for quarterly meetings and the annual Self-Governance conference.
- Collaborates in Tribal Consultation activities, including Tribal Delegation Meetings, Tribal Consultation Summits, and Area Listening Sessions.
- Conducts workforce development, project, and performance management, including supervising OTSG staff, development of policy, program management, budget formulation, justification and execution, resource allocation of contracts, a national grant program designed to assist Tribes and Tribal Organizations to prepare for and/or expand self-governance, and other agreements, and developing work plans and performance evaluation criteria. Ensures that subordinates achieve Agency priorities and strategic goals.

Qualifications
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.
Professional/Technical Qualifications (PTQs):
This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.
- ???????Mastery of the Indian Self-Determination and Education Assistance Act and other laws, policies, regulations, and precedents applicable to administering the IHS program for Tribal Self-Governance. Mastery of general administrative laws, policies, regulations, and precedents applicable to Tribal Self-Governance projects and activities.
- Expert, comprehensive knowledge of the development and evolution of the Indian SelfDetermination Act implementation in the IHS as precursor and precedent to Tribal Self-Governance demonstration project authority.
- Expert knowledge of IHS program goals and objectives, the sequence and timing of key program events and milestones, particularly the budget cycle and appropriation process, and the relationship of IHS to other programs and Federal agencies.
- Expert knowledge of planning, development, and execution of policies, administrative procedures, and evaluation methodologies necessary to implement new program authority recently provided in statute in a high visibility environment.
Commissioned Corps Officers
