Our Sourcing team partner with the business to ensure efficient acquisition of goods and services that enables the commercialization of our medicines and vaccines. We collaborate internationally and are grouped into center-led categories and regional operating teams.

As part of Global Capital Procurement (GCP) Team, the Director Procurement, Engineering & Construction will play a leading role in the development and implementation of risk mitigation, category strategy, supplier and contract management, and as well as stakeholder management. The role is challenging, diverse and complex, requiring a person with high level of flexibility, dynamic, problem solving and having strategic sourcing expertise along with strong project management, change management and organizational skills.

Position Overview - Basic Functions & Responsibility:

  • The Director Procurement, Engineering & Construction will report to the Director Global Capital Procurement Category Management and will work in active strategic role within the Global Capital Procurement team.

  • The Director Procurement, Engineering & Construction will lead the Engineering & Construction Procurement team in charge of the EPCM, Construction, CQV, Project Controls, etc. awards on investment projects across the Human Health division globally.

  • The Director Procurement, Engineering & Construction will be responsible for engaging stakeholders, specifically Global Engineering Solutions (GES) Project Dir. and Exec. Dir., along with local / regional / global suppliers for the development and improvement of Engineering & Construction category strategies.

Duties and Responsibilities for Engineering sourcing activities globally:

  • Lead cross-functional Sourcing Projects: Establish sources of supply via market intelligence and analysis, competitive sourcing events, cost analyses, strategic analyses, due diligence/compliance assessments and contract negotiations.

  • Contract Negotiation and Management: Responsible to create pre-negotiation plans, participate in (and in some cases, lead) negotiation sessions with suppliers and implement contracts after execution.

  • Proactive Cost Management: Development, negotiation, and implementation of cost savings projects.

  • Develop & Sustain Supplier Relationship Management Programs: Monitor, report, manage and continuously improve supplier performance, including supplier visits, regular business review meetings and developing key performance indicators.

  • Stakeholder Management: Establish and maintain key stakeholder relationships within Human Health; Develop a broad understanding of stakeholder needs and priorities, and support as Procurement expert in cross-functional and risk mitigation teams.

  • Policy Adherence: Ensure that all procurement responsibilities, are carried out in an ethical and controlled manner in line with procurement policy and procedures.

  • Sourcing Strategy Development: Develop sourcing strategies that drive the key performance indicators of the department and are aligned with the Stakeholder Business Requirements generating value for the company.

  • Sharing of Learnings Being able to work cross functionally within the Project Team, Region and across Categories and Regions and to share best practices where applicable.

Procurement Category Leader:

  • Lead cross functional teams (Center of Excellence) of individuals through the day-to-day activities of supporting the investments programs with responsibility for driving the category/subcategories sourcing strategies and stakeholder management, including tier meetings attendance.

  • Assist with the ongoing review of Procurement practices and procedures.

  • Improve Working Capital Identify Track and Deliver working capital improvement opportunities, including payment terms monitoring and assistance in inventory reduction programs.

Category/Subcategories Stakeholder Engagement:

  • Understand stakeholder requirements in relation to establishing supply strategy and proactive mitigation of supply risk/issues.

  • Lead Stakeholder engagement meetings.

  • Be able to translate Stakeholder requirements into tangible business results.

  • Relationship Management Work with Business representatives, Legal and other stakeholders, to develop requirements.

  • Be able to interpret and enforce policy adherence for stakeholders and supply base.

Sourcing:

  • Create and execute Requests for Information and Requests for Proposals together with subsequent structured information analysis wherever possible using electronic procurement processes.

  • Ensuring all Business Requirements are captured.

  • Lead the assessment of all proposals using predefined criteria derived from the Business Requirements.

  • Ensure Stakeholders are aligned with Assessments and Outcome.

Supplier Performance Management:

  • Monitor, report, manage and continuously improve supplier performance using metrics and other tools.

  • Drive innovation and enable knowledge and expertise with Key Suppliers.

  • Drive Cost Savings Identify, Track and Deliver cost reduction opportunities, focusing on the accuracy of delivery.

Skills:

  • Demonstrate strong negotiation/commercial skills.

  • Demonstrate change management experience.

  • Must be capable of prioritizing and multi-tasking and working to an agreed schedule.

  • Must be self-motivated and be able to work both individually and as part of a team.

  • Must have a flexible approach to workload.

  • Must be able to travel for business purposes. (20-25% Globally)

Position Qualifications:

  • Education Minimum Requirement: Graduate Degree or equivalent, preferably in engineering, science, or business

Required Experience and Skills:

  • At least twelve (12) years of work experience in risk mitigation, strategic sourcing, contract negotiation and execution preferably on investment projects.

  • Experience working on EPCM contract.

  • SAP-Ariba Experience, high level of Excel and Ariba skills.

  • Excellent English speaking and writing skills.

  • Project Management, change management and problem-solving experience and skills.

  • High degree of flexibility, and adaptability to working in complex and dynamic environments.

  • Demonstrated ability to work well with people with many different disciplines, cultures, and levels.

  • Experience handling multiple simultaneous and complex projects requiring frequent communication.

  • Ability to work independently and develop a team.
