Summary

This position is located in the Department of Administration & Finance, within the Contracts & Grants Management Division at the Millennium Challenge Corporation (MCC).

Although the position is advertised equivalent to GS-13, MCC uses a pay banded system to compensate employees. This position is pay band 4A which is generally equal to GS-13.

Duties

Analyzes and evaluates contracting matters; initiates, develops and makes recommendations on contracting policies, procedures, guidance, and control; leads the Personal Service Contractor (PSC) enhancement efforts; supports divisional programs and projects.

Conducts research to respond to questions and resolve issues. Collects data/information, and timely incorporates solutions/improvements to streamline and reduce administrative burdens in executing and administering PSC contracts.

Serves as a focal point in managing the Agency Staff Tracking and Reconciliation System or other workforce tracking records system, focusing on proper system use and accuracy of contractor data and coordinates with Human Resources to ensure accuracy of federal (i.e. FTE, Intern) data. Collaborates with other departments and divisions to incorporate refinements and efficiencies to the system to ensure proper use and accurate records.

Reviews and analyzes proposed new and revised portions of the Federal Acquisition Regulations and 2 CFR 200. Writes plans, procedures, and guidance, incorporates updates into the Agency policies and guidance. Integrates new developments and best practices into ongoing programs and initiatives. Advises on impact of regulatory changes to all levels within/outside the Agency.

Recognizes issues related to federal contracts and assistance awards, research possible solutions and alternatives, and provides expert advice and guidance to all levels within/outside the Agency. Responds to technical inquiries regarding the MCC Contract Operations Manual (COM), MCC Grants Manual, and Federal procurement regulations, policies, and procedures.

Serves as the lead/Contracting Officer Representative on the Division's requirements: Timely develops requirements, submits purchase requests, evaluates offers, reviews payment requests, etc.

Serves as the lead on various Divisional programs and projects: System management (CPARS, FPDS, SAM, Agency contract writing system, G-Invoicing, etc.), quality assurance reviews, COR/PM management, invoicing procedures, etc. Maintains Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level III.

Develops and presents training on procurement- and assistance-related topics.

Serves as an audit POC for the Division. Liaises with the auditors and Agency colleagues to timely supply requested data and information. Resolves any discrepancies or findings.

Provides assistance to the administration and management of MCC's charge card/purchase card program in accordance with General Services Administration (GSA) and Agency policy by serving as an Agency Program Coordinator (APC).

Helps manage the MCC Contracts and Grants Management SharePoint sites and architecture by creating and managing access to document libraries, editing and creating pages, and directly updating internal trackers and SharePoint lists related to MCC CORs and purchase card holders. Develops new SharePoint sites and pages within the existing CGM SharePoint infrastructure and updates existing sites and pages as needed to continually improve the look and utility.

Advises on contracting policies and supports planning and analysis of project assignments by gathering and evaluating information, setting specific goals, assessing problem areas, and preparing recommendations for resolution via white papers, Microsoft Excel charts/graphs, Microsoft Power Business Intelligence dashboards etc.

Serves as the backup to the Branch Director. Where appropriate, provides a high level of technical assistance to managers, supervisors, and fellow team members on problems of unusual complexity or sensitivity in the areas of policy, systems and training. Provides direction and specific guidance to less experienced members of the team in any of the major areas cited above.

Qualifications

Applicants must meet the following basic requirements:

Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

To qualify for Pay Band 4A, applicants must also meet the following requirements:

Applicants must also have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4B (GS-12) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, examples of this experience are defined as: using procurement policies and procedures and various contract principles, practices, and regulations; resolving issues related to federal contracts and assistance awards, researching possible solutions and alternatives, and providing expert advice and guidance to all levels within/outside the Agency; conducting reviews and evaluations of solicitations, contracts and procedures for conformance to internal operating procedures, policies, etc.; developing and making recommendations on contracting policies, procedures and documents, incorporating updates into the Agency policies and guidance as needed; and communicating, orally and in writing, in order to respond to and manage requests for information and inquiries regarding contracting and procurement regulations, policies, and procedures.
