Summary

This position is located in the Department of Health and Human Services, Office of the Assistant Secretary for Health, Office of Research and Integrity, located in Rockville, Maryland.

Duties

The incumbent serves as the Director for the Division of Education and Integrity within ORI.

Responsibilities:

  • Reviews programs/projects to determine how they can be accomplished with the least disruption to employee and mission operations and that directions and schedules are accomplished in a timely manner.

  • Establishes program objectives and units of measure for determining when objectives have been met.

  • Provides leadership to the DEI including the development, implementation, revision, and evaluation of strategic plan for the division.

  • Takes actions necessary to correct any identified problem areas.

  • Coordinate the dissemination of research integrity policies, procedures, and regulations

  • Analyzes, coordinates, integrates, and communicates long-range strategies to support the DHHS worldwide and nationwide mission.

  • Represents ORI and gives high level presentations, keynotes, public addresses, and other similar offerings to promote the ORI/DEI mission and the public's awareness.

  • Provides sound and efficient management and authoritative information and analysis for the development and implementation of policies having national significance.

  • Provides technical and/or administrative supervision to organizational staff, through subordinate leaders.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

Specialized Experience:GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:

1. Directs the general day to-day operations that include managing and supervising the administrative and operational activities of an organization related to research integrity and/or research misconduct.

2. Develops policies, procedures, operational priorities, and/or outcome-based goals for an organization related to research integrity and/or research misconduct.

3. Oversees the design or development of research programs for issues relative to research integrity and/or research misconduct.

4. Communicates with a wide range of stakeholders including organizational staff, Research Integrity Officers, or other members of the research community and/or academia on the topic related to research integrity or research misconduct.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
