Exciting opportunity for an experienced Project Engineer (Engineer III). The Solid Waste Division's Facilities Engineering and Science Section (FESS) plays a crucial role by providing project engineering, management, data analysis, operational support, technology, and environmental services. We are filling one (1) temporary Project Engineer position with a duration of up to three (3) years. This position will either be a Term-limited temporary for external candidates or Special Duty Assignment for eligible internal candidates. We may use this recruitment to create a list of candidates for any potential vacancies in similar positions within the next 12 months.
About the Role:
The position will provide project engineering, project management, contract management, and construction management for various capital improvement projects (CIP) for all infrastructure within SWD. These projects enable SWD to provide recycling and waste disposal services to the residents and businesses of King County and protect human health and the environment through management of industry leading environmental control systems. The projects that will be assigned to this position are predominately civil and mechanical in nature. This position will provide subject matter expert review of consultant designs and technical reports, will shepherd consultant environmental and land use permitting applications through the municipal, county, and BPA permitting process, will assist in the development of consultant request for proposals (RFP) and invitation to bids for construction contracts for CIP. This position will also be the primary interface between the construction contractor and the construction management firm.

What You Will Be Doing:
- Participate in project teams, including review of project documents, attendance at project meetings and provide updates on project progress
- Provide engineering cost estimates for design and construction management contracts
- Develop project management documents for smaller capital projects under the Major Asset Maintenance Project
- Determine consistency of engineering plans and products with all appropriate industry standards, as well as local, state and federal laws and regulations, including Solid Waste Division policies and procedures
- Provide routine engineering services necessary to plan, design, construct, commission, and maintain various landfill and transfer station engineering elements, including structural, mechanical and electrical systems, traffic and customer services, and environmental control systems
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- Bachelor's degree in civil engineering, mechanical engineering, architecture or closely related field or the equivalent combination of education and experience that provides the applicant with the knowledge and skill to perform the work of the position.
- Demonstrated expertise, of at least four (4) years in analyzing, reviewing various technical, structural, environmental, mechanical designs or landfill engineering elements independently and in leadership roles.
- Demonstrated construction management experience related to projects, including site inspections, payment processing, change order management, technical oversight, contract administration, and closeouts.
- Demonstrated ability to work in multi-disciplinary collaborative team settings and to actively engage in the development of project designs that encompass multiple project objectives, while accommodating site constraints.
- Ability to work independently and effectively in a rapidly evolving work environment.
- Demonstrated multi-tasking, planning and organizing work, responding to changing priorities and tight deadlines, and grasping and responding to complex issues quickly.

It Would Be Great If You Also Bring:- Project management experience with systematically developing and applying project management documents such as project management plan, risk registers, communications plans, etc. per the guidelines of the King County Procurement Policies and Procedures.
- Familiarity with CAD or BIM experience
- Vertical and/or horizontal construction design
Supplemental Information
Working Conditions:
- Remote and Onsite Work Details: Employees in this role work remotely from a home location, with the following onsite reporting requirements; during construction season up to 2 days/week, during wet weather season 4 - 6 days/month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including Cedar Hills Landfill, 16645 228th Avenue SE, Maple Valley, WA 98038. This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
- Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
- Union Representation: This position is represented by PROTEC 17.
