About us

National Grid is seeking a Senior Data Analyst for the Third Party Attachments team, located in the Syracuse NY location. This position is under the general direction of the NY Third Party Attachments Manager and is responsible for supporting the 3rd party attachment application and licensing process.

Job Purpose

Third party attachments is a function of the Transmission & Distribution Line Engineering and Standards organization and is responsible for the end to end management of third party applications for attachment to National Grid distribution and sub-transmission assets, including application intake, invoice, design and electric make ready coordination, and licensing. National Grid is required to allow access to 3rd party customers (including telecommunications companies and ISP's, among others) to make attachments to our sole and jointly owned Distribution Poles. This role focuses on supporting the 3rd party attachment process and related project work in New York.

Key Accountabilities

  • Responsible for the thorough understanding and consistent, non-discriminatory application and monitoring of 3rd Party Attachment policies and procedures, and information systems within National Grid's upstate New York (NMPC) jurisdiction including (but not limited to):
    • Coordination with Customers on application life cycle and project status
    • Understanding of Standards, Attachment Licenses, and Legislation
    • Regulatory Reporting on 3rd Party Attachments
    • Coordination with Design Engineering
    • Management of Joint Ownership relationships with other pole owners
    • Assisting in customer billing and associated revenue reconciliation
  • Assist in the development and implementation of asset and business strategies, policies, and procedures within the upstate New York jurisdiction to assure National Grid meets customer requirements and maintains system reliability.
  • Ability to develop positive working relationships, internally and externally with a focus on the resolution of customer concerns (often relating to billing or company performance) and fulfill National Grid's contractual obligations.
  • Manage necessary training and knowledge sharing for company personnel and customers to promote current technology, company standards, and innovative solutions to meet customer requirements.
  • Develop and report on specific performance indicators to be established and communicated between all responsible organizations to address:
    • Work flow management reports
    • Revenue Reconciliation
    • Project budget, cost and schedule performance
    • Application Lifecycle

Supervisory/Interpersonal- Experience Required

  • Ability to communicate to stakeholders at all levels in the organization.
  • Work well in a team.

Qualifications

  • Bachelor's degree in the fields of Engineering, Business Administration, Information Management / Technology, or equivalent 1-3 years qualifying experience.
  • Developing knowledge of applicable OSHA, NEC/NESC and National Grid standards.
  • Strong overall PC skills with proficiency in MS Office Suite; especially MS Excel, Power Point, Outlook, and Word. Experience with Access, Visio beneficial, but not essential.
  • Understanding of safe/acceptable work practices related to OH and UG distribution facilities and communications space.
  • Understanding of process improvement and problem-solving techniques.
  • Ability to understand contracts, orders, standards, engineering design drawings and technical information.
  • Technical communication skills for the development of policy, processes, training, and presentation documentation.
  • Analytical skills to aggregate and interpret information from different systems to aid in decision making.
  • Assist in the development and application of National Grid rates applicable to joint use and joint ownership. e.g., RPPS, attachment fees, associated rates for National Grid support services, etc.
  • Understanding of legislative and regulatory directives relating to all aspects of the associated utility infrastructure attachments.
  • Provide the required support for the proper representation of National Grid's position to regulatory and legislative staff in designated proceedings and associated regulatory Information Requests.
  • Developing understanding of STORMS, GIS, PowerPlan, SAP, Business Objects.
  • Familiarity of advanced data analytic / visualization software such as Power BI or Tableau beneficial.
  • Knowledge of budget process, financial accounting, customer relations and account management, engineering and design process, operations, and associated procurement and regulatory processes a plus.
  • Valid driver's license and acceptable driving record

Salary

$87,000- $102,000 a year
