Full Job Description

Job Summary

Under general direction and in compliance with standard operating procedures and policies, assists with the City’s planning functions and administering the City’s development code and related ordinances, providing a high level of effective customer service. Provides support for both staff-led and consultant-driven planning projects, initiatives, and implementation strategies. Attends board and community meetings that extend beyond the normal work schedule. Serves as liaison to Planning Commission, coordinating agenda item processes, facilitating meetings, and preparing staff reports. Provides technical assistance to City staff and public regarding land development regulations. Coordinates the City’s annexation efforts and other assigned projects in the department’s annual work plan. Works with developers to improve compliance of proposed developments with adopted City plans, regulations, and design guidelines. Administers the Greenville Development Code and related ordinances. Researches and prepares amendments to the land development regulations. Investigates violations of the Greenville Development Code. Reviews development proposals to ensure compliance with land development regulations.

  • Support Planning Projects and Initiatives: Perform complex technical and administrative duties to support the City’s long-range planning efforts including the preparation of the comprehensive plan, small-area plan creation and implementations, planning-related studies, and other projects. Conduct detailed research and analysis, prepare written reports and materials, and create maps, charts, and other visual graphics. Develop recommendations, strategies, and actions to advance project and community priorities based on planning best practices. Coordinate logistics and facilitate a variety of meetings and events which may include public workshops, steering committee meetings, tours and site visits, or other activities. Give presentations and lead discussions in public settings including steering committee meetings, community workshops, City board/commission meetings, and City Council meetings. Serve as the primary coordinator for City staff as well as external consultants or stakeholders involved in planning projects. Assist with development of project scoping documents and schedules, review Requests for Proposals, and perform assigned administrative duties related to planning projects. Assist with plan tracking and implementation. Ensure proper engagement and participation from various City departments. Work with the City’s Communications & Engagement Department to provide public updates and maintain project websites.

  • Coordinate and Conduct Planning Commission Meetings: Serve as primary or backup staff liaison to the City Planning Commission. Orchestrate all aspects of staff support to the commission and facilitate commission compliance with legal requirements for posting, notice and meeting conduct. Perform planning analyses of proposals and prepare staff reports. Confer with commission chair and orchestrate meetings setup and protocols. Present oral staff reports to boards and public. Prepare revised Planning Commission staff reports for transmission to City Council. Edit meeting minutes. Prepare monthly results report to City Manager on commission actions. Collaborate with City Attorney and City Clerk offices on form and content of proposed adopting ordinances. Prepare correspondence to applicants to advise of commission decisions. Maintain tracking system for decisions. Prepare legal ads for newspaper. Ensure commission members meet yearly continuing education requirements.

  • Provide Technical Assistance on City Processes and Land Development Regulations: Confer with staff, designers, applicants and public about development requirements and procedures via face-to-face meetings, phone and on-site visits. Prepare correspondence to parties to convey requirements and procedures. Assist with reviews of submitted plans and documents for planning and construction projects proposed within the City of Greenville. Respond to annexation petitions, coordinate city-initiated annexation efforts, and guide annexations through the approval process. Review plats and prepare permits for recording at Register of Deeds office. Maintain a working knowledge of the adopted ordinance and related standards to accurately apply during reviews, clearly communicate their requirements to customers and suggest alternate design methods when necessary. Using various reports and data systems, ensure reviews are consistently completed within the established review time set by the City. Conduct onsite inspections as needed during plan review or during the inspection process when needed to assist the building inspectors, verify onsite conditions or to find alternate design solutions. Assist customers in person or through various electronic formats with any code or review related inquiries. Assist building inspection team with specific plan searches, design guidelines and other complex issues. Assist other City departments with permit application or plan review inquiries and maintain open lines of communication across departments.

  • Review Development Proposals: Meet with City staff and permit applicants to discuss development regulations pertinent to proposal. Review civil and architectural plans and specifications. Inspect sites to view context. Provide comments to other staff and applicants on conformance/compliance issues. Correspond with applicants as appropriate. Work with applicants to amend projects according to City regulations and design principles.

  • Investigate Violations of the Land Management Ordinance: Identify violations via complaint or recognition in field. Inspect properties to confirm violation. Complete assigned corridor drives, reporting back any issues or violations. Confer with property managers/owners. Issue violation notices where voluntary compliance does not occur. Re-inspect properties to verify compliance. Collaborate with code zoning enforcement officer to issue municipal court summons where noncompliance occurs. Testify in court; confirm compliance with court’s order. Work with property owners to determine easiest means of compliance.

  • Research and Prepare Amendments to the Land Development Regulations: Identify development issues inappropriately addressed by current land development regulations. Consult with zoning administrator and division manager to develop a course of action. Review literature for best practices. Confer with other staff agencies where appropriate to issue. Develop proposed ordinance language for staff consideration. Prepare agenda item for planning commission consideration.

Job Requirements

  • Bachelor’s degree in architecture, city/regional planning, public administration, landscape architecture, or a related field.
  • Over four (4) years of progressively responsible professional planning experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.
  • Must meet professional development requirements for Local Planning or Zoning Officials per SC Code 6-29-1310.


Preferred Qualifications

  • Master’s degree in architecture, city/regional planning, public administration, landscape architecture, or a related field.
  • American Institute of Certified Planners (AICP) certification.


Driver's License Requirements

  • Valid South Carolina Class D Driver's License.


Performance Requirements

Knowledge of:

  • Comprehensive knowledge of City ordinances, codes and regulations pertaining to land management.
  • Philosophies, practices, principles, and techniques of city planning process as they pertain to accepted comprehensive planning methodology.
  • Modern principles and practices, technical legal issues and research methods of city planning, zoning, urban economics, affordable housing, transportation planning, demographics, and environmental management.
  • General concepts of architecture, landscaping, grading, drainage, and traffic and transportation engineering as they relate to the process of urban planning.
  • Methods of collecting and analyzing planning data and preparing planning reports and studies.

Ability to:

  • Function as a lead worker performing essentially the same work as those directed including overseeing work quality, training, instruction, and scheduling work.
  • Interpret and administer within delegated authority, applicable legislation, rules, and regulations.
  • Prepare new rules and regulations and initiating research and physical planning techniques in local and regional planning.

  • Utilize specialized software and systems to include GIS, Photoshop, SketchUp, InDesign, and permit review and tracking system.

Physical Demands:

Constantly requires hearing, visions, talking, fine dexterity, and sitting. Frequently requires reaching and twisting. Occasionally requires handling, pushing/pulling, bending, standing, and walking. Light strength demands include exerting up to 20 pounds occasionally.

Mental Demands:

Constantly requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, and working closely with others as part of a team. Frequently requires tedious or exacting work and working irregular schedule/overtime. Occasionally requires performing work in a noisy/distracting environment.
