This position is located within the Emergency Department of the Whiteriver Service Unit in Whiteriver, Arizona. The unit for which the incumbent is responsible is the Emergency Department. The Emergency Department is a department that provides emergency medical care to patients across the life span with a variety of diagnosis and conditions from critical to non-critical
Duties
Supervisory Duties:
Maintains unit specific records for patient assignments, census, chart review participation and emergency checklists. Assures that adequate amount of supplies and equipment are available for the smooth operation of the unit. Includes inventory and accountability for equipment.
Recommends and/or requests change in stock levels and facility requirements.
Serves as Assistant Supervisory Clinical Nurse (ASCN) with responsibilities of assuring that nursing care is provided and for accomplishment of work planning, direction, and performance evaluation.
Works closely with other Assistant Supervisory Clinical Nurse(s) and front-line workforce to execute operational plans for the department. Provides mentorship to front-line staff.
Oversees Emergency Department Nursing Education programs. Develops orientation plan for each new employee specific to their skills and the needs of the unit and agency.
Participates in workshops and meetings, which pertain to administrative matters such as TJC (The Joint Commission) standards, union contracts, recruiting and retention issues, budget, continuous quality improvement and other management topics.
Evaluates and recommends training needs of staff. Establishes lines of communication with departments within the organization, outside agencies, and other IHS facilities
Schedules and approves leave requests, sets performance standards, and evaluates employees against these standards.
Responsible for the application of EEO program guidelines and achievement of tangible EEO processes and results.
Non Supervisory Duties
Performs nursing care duties as needed to maintain nursing skills and cover staffing shortages.
Closely observes patients for conditions which may require emergency measures.
Participates in and maintains certification in advanced cardiac, trauma, pediatric and neonatal advanced life support.
Sets up, maintains and monitors intravenous therapy which may include IV medication.
Provides clinical support services according to established protocols. Routine duties shall include providing nursing care services to individual eligible for services provided by the IHS in home, schools, clinics, job sites, and other community locales within the Service area.
Performs other related duties as assigned.

Qualifications

BASIC REQUIREMENT(S):Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
MINIMUM QUALIFICATIONS: GS-12
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Serves as Assistant Supervisory Clinical Nurse (ASCN) with responsibilities of assuring that nursing care is provided and for accomplishment of work planning, direction, and performance evaluation. Directly supervises permanent and temporary professional nursing employees. oversees Emergency Department Nursing Education programs. Develops orientation plan for each new employee specific to their skills and the needs of the unit and agency. Plans and adjusts work assignments and operations to meet organizational objectives, priorities, deadlines, and standards of care. Develops new unit policies and incorporates research and information into existing policies, reflecting current nursing practice. Conducts meetings and conferences with subordinates and staff to explain work requirements, methods and procedures as needed and answers technical questions regarding work assignments. Coordinates communication with multidisciplinary health care personnel in Performance Improvement activities. Knowledge and skill in the operation of specialized monitoring equipment such as resuscitation equipment, oxygen saturation monitors, electronic blood pressure monitors and intravenous infusion monitors. Knowledge of specialty area of trauma, pediatric, Birthing Center, mental health, orthopedic, internal medicine.
