The Solid Waste Division Human Resources team seeks an experienced Talent Advisor/Recruiter (HR Analyst) passionate about sustainability and environmental stewardship. You will collaborate with partners and clients to recruit top talent and manage employee-focused policies and procedures that create a positive, inclusive, and professional workplace. Your work will support all members of the organization and partner with hiring managers to attract and retain the best talent to fulfill our mission. We are filling one (1) Career Service (i.e. regular) HR Analyst position. This posting may be used to create a list of candidates for any potential vacancies in similar positions within the next 12 months.
About the Role:
As an essential partner to hiring managers and employees, the Talent Advisor/Recruiter (HR Analyst) will attract and retain top talent, helping our organization achieve its mission and vision. Managing full-scale recruitment efforts, this role will represent the Solid Waste Division and the Department of Parks and Natural Resources at career fairs, aiming to attract a diverse pool of candidates. Recruitment initiatives focus on enhancing diversity in ethnicity and gender, reflecting the communities we serve, and promoting growth and development opportunities for internal employees.

What You Will Be Doing:
- Partner with hiring managers and run full-cycle recruitments including advertising and onboarding
- Attract talent and represent the organization at career fair events, through unique and creative advertising and a light level of talent sourcing.
- Effectively onboard and offboard new and leaving employees
- Collect data and identify recruitment and retention issues and trends
- Collaborate with other HR professionals to identify and continuously improve on talent acquisition best practices
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- Increasingly responsible human resources experience, strongly emphasizing performing full-cycle recruitment.
- Excellent attention to detail, time management, and organization skills are required to work on multiple recruitments and projects simultaneously with accuracy, and complete projects within specified deadlines.
- Demonstrated ability to apply excellent customer service, oral and written communication, and work productively with different levels of management and staff.
- Ability to effectively provide consultative advice to management and employees on human resource policies and procedures.
- Experience and demonstrated ability to effectively problem-solve and apply sound judgment and initiative effectively.
- Experience and demonstrated ability to work effectively and collaboratively with individuals from diverse backgrounds.
- Proficient in using the Microsoft Office 365 suite, application tracking systems, Human Capital Management software, MS Teams and SharePoint, and other internet-based tools.
- Action Oriented - Taking on new opportunities and tough challenges with a sense of urgency, high energy, and enthusiasm.
- Customer Focus - Building strong customer relationships and delivering customer-centric solutions.

- Experience in using PeopleSoft Software.
- Experience in using NEOGOV for recruitment.
- Experience with full-cycle recruitment in the public sector with a unionized workforce.
- Knowledge of general HR principals including policy interpretation and consulting, protected leaves, including disability accommodation requests and the Family and Medical Leave Act.
Supplemental Information
Working Conditions:
- Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 2 - 5 per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites (Cedar Hills Landfill and KCSWD Transfer Stations) including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
- Work Schedule: This position works a 40-hour workweek; Mon - Fri. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
- Union Representation: This position is represented by Teamsters Local 117 Professional and Technical Employees.
