Raba Kistner is seeking a detailed-oriented, dependable Technical Project Manager II - CoMETto join our Consultants team in San Antonio, TX. The Technical Project Manager II - CoMET’s primary responsibility is to manage construction materials testing (CoMET) projects and solve construction related issues in a timely and accurate manner within the specified budget. This will include coordinating and participating in field observations; classification and characterization of construction materials’ physical properties; assignment of laboratory and field tests; interpretation of engineering data; performing engineering calculations, preparation of engineering reports, and peer review of field and test reports. Additional important responsibilities include the efficient and economical use of company resources in the analyses and solution of engineering problems; preparation of forensic, engineering and test reports; managing assigned personnel; and training and monitoring of construction materials technicians in the laboratory and field. Others responsibilities include:
- Serve as Project Manager, Construction Materials Engineering on CoMET projects including project management from the beginning to the end of the project.
- Complete projects and reports in a timely and accurate manner within the specified budget.
- Provide mentorship and professional development to other professional, technical, clerical and support staff members.
- Perform CoMET consulting activities as required on company projects and working in unison with staff members in the designated office and other offices.
- Coordinate materials testing activities with subcontractors and Raba Kistner’s field staff.
- Prepare laboratory-testing assignments on projects in accordance with the testing program.
- Analyze field data, laboratory test results, perform engineering calculations and provide required opinions/recommendations for completion of client reports.
- Submit draft materials testing and engineering reports for review and final reports for co-signature of assigned staff members.
- Perform field observation services in support of the CoMET activities, as well as for construction engineering investigations.
- Assist the designated office in expanding the scope and technological level of excellence currently provided in our engineering, environmental and construction materials services.
- Adhere to and support the Raba Kistner Safety program implementation and maintenance.
- Depending on experience, the employee may be required to complete a training program to familiarize themselves with field and laboratory operations.
- Participate in growth efforts by establishing and managing key client relationships and involving other technical staff in the division's growth. As directed by your manager, serve as a member of the Marketplace growth team coordinating relationship management activities and project pursuits with Business Development professionals and other growth team members. Work with Corporate Development to develop customized statements of qualifications, public relations and sales collateral, as required.
- Serve as “sales engineer/company representative” while working with clients and professional organizations.
- Prepare proposals as assigned.
- Actively participate in specific technical and/or professional organizations as directed.
- Review and approve pre-bill invoices on CoMET projects and others as required.
- Contact and follow up with Clients on invoicing and status of payment.
- Within the first six-month period, achieve an average chargeability goal of not less than 65 percent.
- Immediately notify Supervisor and Chief Operating Officer of all potential disputes that may lead to legal claims or litigation.
- As requested, support Chief Operating Officer to settle disputes or defend against litigation.

Qualifications
- Bachelor’s degree in Civil Engineering, Construction Science or other related engineering field from an ABET accredited institution
- 3-5 years of Project Management experience.
- Professional Engineering license in the state of Texas. If licensed in another state, must be able to obtain licensure in the state of Texas within 6 months of hire.
- Possess a valid driver’s license within the applicable jurisdiction and meet company’s auto insurability requirements.
Project Management skills to manage all aspects of small and large projects (proposal development, contract negotiations, and project execution). Demonstrated experience building and leading successful teams. Possess knowledge of the testing procedures used in a geotechnical and construction materials testing laboratory (ASTM, TxDOT, AASTHO, USACE, etc.). Possess a competent understanding of construction plans and specifications, as well as good, accepted engineering practices to be used in the review of assigned engineering reports and construction documents l and/or construction materials engineering experience.
Capable of drafting technical reports and proposals. Able to drive vehicle short and long distances. Excellent math skills for analyzing test results. Communication skills for meeting with clients and handling incoming calls concerning test data. Supervise technicians with varying degrees of experience and educational background.

This position may require protracted or irregular hours. Flexibility to work irregular hours is necessary due to client needs. Work may require out-of-town/overnight travel to Raba Kistner offices, client offices, and project locations.
