The Technology Systems Specialist III directly supports the technical aspects of all divisions and programs of the Marin County Fire Department, including Administration, Operations, the Office of Emergency Management (OEM), and the Emergency Command Center (ECC).  The role and responsibilities are focused on optimizing efficient usage of departmental and interagency technologies that are critical for fire operations. The position reports to the Technology Systems Manager in the Fire Administration Division and handles multi-platform systems that are unique to the department. These systems require specialized expertise beyond the support provided by the County's Information Systems & Technology (IST) Department.  To learn more about this position, please see the Technology Systems Specialist III class specification.

There is currently one (1) full-time regular hire vacancy.  

This position requires a high level of skill and specialized knowledge in Public Safety technologies and systems and our ideal candidate will have proven experience working with Public Safety systems in Fire Service, EMS, and/or Emergency Management environments, ensuring the incumbent can work independently under general direction to support mission-critical environments, such as emergency dispatch and mobile command centers.

The ideal candidate has broad-based experience managing and supporting on-premises and Cloud-based enterprise software and hardware systems. They will have experience with mobile communications hardware, cellular networks and mobile device management, and familiarity with dispatch center and 9-1-1 phone systems, as well as with emergency radio systems.

This position requires the incumbent work with medium to large teams in Public Safety environments;  therefore, the ideal candidate must have the ability to work cohesively across these teams. Strong collaboration and communication skills, and the ability to integrate diverse systems and maintain consistent operational protocols, are a must.  

QUALIFICATIONS

Knowledge of:

• Techniques, equipment and diagnostic software used in the assembly, troubleshooting and repair of personal computers.
• Standard desktop software.
• Network and desktop operating systems.
• Desktop software integration.
• Network protocols.
• Internet protocols and services such as WWW, FTP, NNTP, DNS, SMTP or others.
• Principles of testing and quality assurance.
• Techniques for the development of effective help documentation.
• Training and presentation techniques.
• Network/server configuration, installation and maintenance.
• Programming languages for the personal computer such as Access, Visual Basic or others.
• Techniques for explaining technical concepts to non-technical users.

• Apply desktop technologies to meet business requirements.
• Integrate desktop software with custom applications.
• Document, test and implement desktop applications.
• Assemble, install, configure, repair and maintain computer hardware, peripherals and components.
• Diagnose and resolve software application problems for desktops, networks, and interface systems.
• Install, configure, modify and maintain applicable operating systems, applications, networks, and specialized software.
• Provide training, assist users in problem resolution and explain system and application use.
• Analyze plans, processes or programs and provide verification and reconciliation of specialized departmental systems, computer programs or system processes.
• Maintain current technical knowledge of the field including learning new and existing software, applications, databases and hardware through formal, informal and on-the-job training and self study.
• Organize own work, setting priorities and meeting critical deadlines.
• Plan, direct and review the work of others on a project basis.
• Establish and maintain effective working relationships with those contacted in the course of the work.

Any combination of education and experience that would provide the knowledge and skills listed. Typically, the equivalent of completion of two years of college level or technical training in computer science or a closely related field and three years performing network and/or personal computer user support.

Experience in PC repair, network administration, application and software troubleshooting, computer operations, or a substantially similar field may be substituted for the college requirement on a year for year basis.
