 This posting may be used to establish a list of qualified candidates for the Water Quality Planner/Project Manager II in the following 6 months.


If you want to use your communication skills to protect people, enhance the environment and improve equity, then the Wastewater Treatment Division's (WTD) Community Services group looks forward to meeting you! This recruitment will hire for two (2) Career Service Water Quality Planner/Project Manager II positions.  The position will plan and provide equitable, inclusive public outreach to complex construction project, and support WTD Operations.
This role will require 24-hour availability up to 8 weeks per year as part of the Community Service team's support of incident response public communication efforts to protect the public from sewage spills or other unexpected dangers related to unplanned repairs of the regional wastewater system.
About The Role:
This position will plan, manage and provide field communications and public outreach support for multiple projects to build large infrastructure facilities including pipes, pump stations and large underground storage tanks. The successful candidate will manage public outreach for multiple large-scale facility construction projects through planning, design and construction. This includes interacting in-person and virtually with community members affected by large-scale capital infrastructure projects in neighborhoods and public spaces. Projects will require the successful candidate to bring an equity lens to reduce risks and increase opportunities for historically underserved communities. This role will also support incident response public communication efforts to protect the public from sewage spills or other unexpected dangers related to unplanned repairs of the regional wastewater system.

Job Duties

What You Will Be Doing:

  • Gain public acceptance for complex construction projects that plan, build, repair or maintain wastewater treatment facilities and processes within WTD's Capital Improvement Program. Develop, manage, and implement public involvement plans using established guidelines to share information and build community understanding about WTD construction projects.
  • Represent WTD projects in public at events, briefings and one-on-one venues. Support WTD project teams by working directly with interested community members to minimize threats and advance opportunities for WTD's Capital Improvement Program. Assignments will include providing direct support for capital projects with significant construction impacts for the community.
  • Provide planning, assessment, and advocacy for equity and social justice opportunities on WTD capital projects and plans using County equity assessment tools.
  • Support the community relations elements of Wastewater Treatment Division incident response program, which requires night and weekend availability on a rotating basis. Duties could include safely moving through industrial and construction sites and driving metal fence posts into the ground to close off public spaces affected by response activities.

Experience, Qualifications, Knowledge, Skills

Qualifications You Must Bring:  

  • Experience planning and delivering public information or community engagement campaigns for a business, educational institution, government agency or community organization. Experience should include strategic goal identification, objective setting, tactic selection and ensuring timely service delivery.
  • Experience serving as the primary public representative for a business, educational institution, government agency, or community organization making decisions likely to affect services and daily activities in residential neighborhoods, business areas and/or public spaces. 
  • Experience managing numerous concurrent projects successfully.
  • Ability to use software that supports the delivery of a work product, including Word, Outlook, PowerPoint, Excel, Teams, SharePoint, Zoom, and databases.
  • Night and weekend availability as necessary.
Required Licenses:  
  • A valid Washington State Driver's License or an alternate ability to get to meetings and field sites not served by transit at varying times of day.

It Would Be Great If You Also Bring:
  • Demonstrated ability to communicate effectively about complex topics in plain language via in-person presentations in group and one-on-one settings.
  • Fluency speaking, writing and reading languages other than English
  • Experience using community engagement to help major projects or plans advance equity and social justice.
  • Experience as the lead planner and coordinator of large and small events. 
  • Experience building community awareness and support for the construction of public infrastructure for more than one project in neighborhoods of diverse ability, race, ethnicity, socioeconomic status and primary spoken language.

Supplemental Information

Working Conditions:
Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements at least one a week to begin depending on work need. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.  
Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
Work Location: Remote/Onsite - King Street Center 201 S Jackson St, Seattle, WA 98104 and occasional travel to various sites.
Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
Union Representation: This position is represented by The Technical Employees' Association.
Physical Requirement: While performing the duties of this job, the employee is regularly required to stand, walk, and use hands to touch, handle or feel objects, tools or controls. The employee frequently is required to talk and hear and occasionally required to reach with hands and arms, and to stoop, kneel or crouch. Must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception and the ability to adjust focus.
