Workers in this classification work within substations energized up to 230,000 volts using various PPE and hotline tools.

Job Description:

SUMMARY

This is skilled work involving operating, installing, maintaining, testing, and repairing high voltage substation electrical equipment.

Positions allocated to this classification report to a designated lead and work under close supervision. Work in this class is distinguished from higher classes by its limited technical skills and substation knowledge and from lower classes due to its job hazards. Workers in this classification work within substations energized up to 230,000 volts using various PPE and hotline tools.

ESSENTIAL JOB FUNCTIONS

Assist in performing corrective maintenance, repair, and replacement on all types of high voltage Transmission and Distribution substation assets including: substation transformers, SF6 circuit breakers, load tap changers, circuit switchers, battery banks, disconnect switches, potential transformers, current transformers, pumps, motors, fans, automatic transfer switches, etc.…

Assist in performing preventative maintenance, inspection, and NERC regulated testing on all types of high voltage Transmission and Distribution substation assets by the use of a wide variety of complex electrical, mechanical, and computerized test equipment including: Doble M4100, Doble TDR900, Vanguard Tri-phase, Vanguard TRM403, Megger MIT525. Analyze the data to assess the health and reliability of essential substation assets.

Assist in installing and commissioning all types of high voltage Transmission and Distribution substation assets to NESC standards including: installation of electrical bus, switches, SF6 circuit breakers, substation transformers, substation capacitor banks, circuit switchers, battery banks, battery chargers, control cabinets, relay panels, conduit and cable raceways, ground grids, etc.…

Assist in high voltage switching of substation equipment up to and including 230,000 volts with use of required PPE and hot line tools. This includes to review and assist in writing the switching order to identify any issues that need to be addressed prior to executing the switching order. Assist in switching and providing isolation points for other departments as needed.

Assist in performing preventative maintenance, inspection, repair, switching and construction on all types of substation equipment at all the GRU Generating facilities and assist in the investigation of a unit tripping off-line.

Respond to callouts, outages, and in emergency situations to assist in the development and implementation of system restoration.

Assist in preparing and maintaining records, reports, and documentation detailing tests, repairs, and maintenance of substation equipment in “Cascade” the equipment management software. As well as the documentation and tracking of work hours on timesheets.

Know and implement all the safety policies and procedures as outlined in OSHA, APPA Safety Manual, and Energy Delivery Switching and Tagging procedure.

Provides first aid and cardiopulmonary resuscitation (CPR) in an emergency situation.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Contain and clean up oil spills in compliance with GRU’s Spill Prevention Control and Countermeasure Plan.

Maintain, clean, calibrate, and inspect the condition of assigned tools and PPE.

May be required to supervise contractors performing work during and outside of normal business hours.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Graduation from high school or possession of an acceptable equivalency diploma, supplemented by appropriate technical courses, and one year experience in electric utility operations, preferably related to substations, or any equivalent combination of education and experience.

Must participate in the GRU Progression Through Training Program (PTTP) for the Substation Electrician classification.

CERTIFICATIONS OR LICENSES

Licenses

A valid Florida Driver License is required and a CDL Class “A” License will be required within six months of hire.

Certifications

Must be able to obtain and maintain CPR certification

Must obtain ICS-100, ICS-200, ICS-700, and ICS-907 within six months of hire

Must be able to obtain and maintain unescorted access to GRU’s NERC CIP locations

KNOWLEDGE, SKILLS AND ABILITIES

Application of AC & DC theory used in the design and operation of electrical system.

Knowledge of standard methods, materials, and equipment used in the electrical trade.

Knowledge of occupational hazards and the safety precautions and procedures associated with working on and in close proximity to high voltage electricity.

Knowledge in installation, maintenance, repair, and operation of electrical and mechanical equipment used in substations

Knowledge of the generation plant and the plants electrical systems

Knowledge of safe work practices for switching and tagging of high voltage equipment.

Skills in operating a variety of office equipment including computer, printer, telephone, and radio communication equipment

Verbal and written communication skills

Skills in the use of various mechanical and electrical instruments and test equipment

Skills to identify, locate, and repair problems associated with troubleshooting electrical circuits.

Skills to read drawings, schematics, wiring diagrams, and equipment manufacturers’ directions.

Skills to operate heavy equipment including bucket truck, derrick truck, extended reach forklifts, and skid steers.

Ability to complete assigned tasks.

Ability and willingness to listen and learn from coworkers

Ability to work and communicate effectively with coworkers.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

Work requires physical strength and agility sufficient to safely perform all essential job functions, including the ability to lift, carry, push, or pull 50 pounds without assistance.

Work requires the ability to pass through a 20” diameter access hole and to be able to work in confined spaces.

Work requires exposure to hazardous conditions and noxious chemicals.

Work at heights of over 100 feet on open grating or from aerial devices are required.

WORK ENVIRONMENT

Work requires frequent exposure to high voltages up to 230,000 volts.

Work requires performance of tasks outdoors under varying climatic conditions.

On-call work outside of regular business hours is required once on stand-by rotation.

Work may be required outside of regular business hours in the event of an emergency.

Work may be required to be done overnight to minimize effect to power system.

Must be able to meet the residential boundary requirements within one (1) year of hire.
