Summary

The Solid Waste Division is recruiting for a Project Control Supervisor (Project/Program Manager IV classification) in the Enterprise Services Section/Project Resources Unit. This is a great opportunity for someone with strong experience in contract management and project cost control programs and who wishes to help develop a project control program from the ground up. This role will supervise a small team and is ideal for someone who wishes to continue to grow while mentoring others.
 
About this Role
The primary function of this role is to provide leadership to the Project Control staff as they work with project managers to deliver projects while controlling costs. The candidate can expect to work with in-house financial management databases, Level of Effort cost control tools, and capital improvement contracts. This role impacts the division as it is vital in achieving increased completion rates on our division's capital projects.
 
About the Team
The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use, and regenerate natural systems.
 
The Project Resources Unit is a new team that consists of 8 team members.  The Project Control Unit is under the Project Resources Unit (PRU) and consists of 4 team members. PRU is responsible for reviewing contract rates, assisting contract negotiations, and reviewing contract and project compliance.   It also provides all project managers with the resources and support they need to execute their projects within scope, schedule, and budget in compliance with King County executive policy.

Job Duties

What You Will be Doing: 

  • Supervise project control staff in the review of project costs and implementation of compliance program policies.                   
  • Serve as in-house project cost database system trainer and technical expert
  • Track all project expenditures using an in-house database system in order to increase project accomplishment rates
  • Support contract change negotiations by reviewing and editing internal cost documents in accordance with County compliance policy
  • Monitor, track, and update all capital contract rate changes per County and contract terms

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Demonstrated experience in capital project control including experience tracking capital project costs 
  • Demonstrated experience in quantitative analysis
  • Experience in change management and process improvement.
  • Experience in leading a work unit. 
  • Experience in capital contract management 
  • Excellent skills in communicating relevant information to staff and other interested parties.
It Would Be Great If You Also Brought:  
  • Minimum of 4 years of supervisory experience.
  • Knowledge of King County cost control policy

Supplemental Information

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 1-2 days a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. The most common onsite location will be Cedar Hills Regional Landfill including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life balance and reduces carbon footprint under the department's vision of Green Where We Work.   
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.  
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. 
  • Union Representation: This position is represented by Teamsters Local 117.
